can this clamp on to the seat tube as well as the down tube from the handlebar stem? I have electric bikes with a large battery on the down tube, so probably too big and delicate to clamp there. Does the post holding the frame clamps slide forward and back independently to adjust to each bike? I see it slides up and down.
