Hi, Lisa! The Twist Lock ProGrip cargo bar is not a bar for rooftop carrying, but rather a bar that is placed in the bed of a truck to keep cargo from shifting while in transit. For carrying luggage on the roof of your car, we recommend the Rola™ Roof Mounted 2-Piece Steel Cargo Basket. Please make sure that your vehicle is equipped with a roof rack that has crossbars before purchasing. Thank you!

Is this for use like on our SUV to secure a rooftop cargo carrier? and can it be used with out rails already on the vehicle?

can this be used to secure a load across (width) a 20' uhaul truck?

That could be a possible solution for you, but we think an easier way would be to use rope or straps along with the interior rub rails to secure the load in place.
