From what I understand, the standalone centers do not have anything to do with maintenance or cleaning. So it is not Auto Dallas's fault. The U-Haul service center was supposed to clean the vehicle before they rented it back out. The staff at Auto Dallas was very accommodating and took the time to walk me through the process step by step. I had to take time to sweep and disinfect the back of the U-Haul due to the presence of dirt and animal droppings that was probably left there from the previous renter.
