I think this probably a UHaul policy and not a dealer policy since the form asks you to record the fuel level, but it's annoying to start with a random fraction of a tank. I have no idea how much fuel to put in for my trip so that I am not stopping every hour to top off. In my opinion, you should always send it out with a full tank so that customers are ready to hit the road and easily know how much fuel to put back in it when returning- you simply top it off. I wound up returning the van with way more fuel than I was initially given. I don't think this is right.
