The staff didn't know how to rent out or check in equipment, so it took a very long time for a simple task, such as renting dollies, to be completed. The staff manning the booth for U-Haul didn't know what to do. So they had to go look for someone else, and that person didn't know what to do, so they finally got someone (I assume a manager) who did know what to do, and that process still took a long time.
