I was charged for 2 gallons of fuel, for a 17 mile trip in a cargo van, even though I added fuel myself prior to returning the vehicle. The fuel level was not full at the start of the rental and neither did I fill it upon return, so I suspect the agent misread the gauge upon return. U-Haul corporate did fortunately refund the fuel charge upon my call to them.
