This hitch (part #CQT75224) has a maximum tongue weight of 600lbs; however Subaru Outback's have a vehicle specification of 200lbs for tongue weight. Can I use the 600lbs with my 2013 Outback and still be safe?

Can anyone tell me what the import taxes are when ordering this in Canada (or ideally BC specifically)? UHaul's website says there will be import taxes/duties, but they won't tell me how much they will cost.
