When I went to pick up my rental it was with the windows rolled down, as well as unlocked. There was a homeless lady sitting on the drivers seat and she had a cup of inside of the trucks as well as cigarettes.

FRANCISCO EConvention location right off Cortez Blvd. Cell reception is really poor though, and my return date/time was outside of business hours, so it was hard to do the mobile return process on my phone.
